The same director, however, in a recent interview suggested that the franchise could continue with a sequel, but without Scarlett Johansson, perhaps resuming the story with a different character:

I think a sequel can be done by following a different character, however. However, I think Scarlett was really happy she left the “party”, and she’s not the last to leave. He decided it was time to close and I don’t think he would like to go back at this time.

In short, without Natasha you can continue to have a Black widow, something that Shortland had already declared time saying that Florence Pugh would become another very strong Marvel supereorina:

We were aware of his talent, but we didn’t know he had that much! On set she and Scarlett became very good friends, with Johansson keeping telling her “I’m passing the baton to you.” It will be another very strong superheroine.

After all, Black Widow 2 could easily be in the Marvel Studios plans already, as Kevin Feige has already hinted that some prequel films might be possible as long as they tell compelling stories.
