Economic aid to implement electronic invoicing tools

The implementation of the Create and Grow Law, whose primary objective is the fight against delinquency, has generated several consequences. Among them, the obligation to issue Electronic bill for both companies and the self-employed.

The Digital Kit is an initiative of the Government of Spain, which aims to subsidize the implementation of digital solutions available on the market to achieve significant progress in terms of digital maturity.

As far as electronic invoicing is concerned, the government aid package has a cap of 2,000 euros and is aimed at digitizing the flow of issuance and receipt of customer and supplier invoices, ensuring the digitization and securitization of all business processes.

These are the features and services offered:

  • Invoices in structured format: offers the possibility of issuing invoices in structured formats, at least in e-invoice, to facilitate their automated processing.
  • Unlimited bills: allows you to issue and receive an unlimited number of invoices.
  • Unlimited clients: guarantees the ability to send invoices to an unlimited number of customers.
  • Unlimited products or services: allows you to create an unlimited number of billable products and/or services within the catalog.
  • Sending and receiving invoices: the solution implemented by the chosen digitizing agent will make it possible to send and receive electronic invoices directly, at least by email.
  • Invoice customization: the invoices will be customizable, including the selection of the logo.
  • Periodic Backups: allows backup copies, with the possibility of a daily periodicity.
  • 1GB Storage/Invoice History: Provides storage of at least 1GB for invoices.
  • Integration with other solutions: The solution must have APIs or web services for its integration with other tools, as well as allow manual data loading.
  • Invoice expiration control: facilitates a system to control the expiration of invoices.
  • Generation of a billing record: The solution will allow the generation of a billing record, simultaneously or immediately prior to the issuance of each invoice.
  • Issuance of verifiable invoices: The solution must enable the issuance of invoices, both on paper and electronically, that can be verified with the Tax Agency by the buyer.
  • Face-to-face verification: The solution must allow for face-to-face verification of the billing record by the competent authorities.
  • Responsible statement: the solution must have a responsible declaration by the manufacturer or developer proving that the software complies with current tax regulations.
  • Compliance: it will ensure compliance with the applicable regulations, specifically the regulation that regulates the billing obligations of Royal Decree 1619/2012, the requirements of article 29.2.j) of Law 58/2003, of December 17, General Tax and its implementing regulations, as well as any applicable regulations.

The Digital Toolkit (DTK) Program It is included in the 2021-2025 SME Digitization Plan and has a fund of 3,000 million euros for non-reimbursable aid for the adoption, until 2023, of digital tools basics of marketing, electronic commerce and administration. The goal is to reach 1.5 million SMEs and the self-employed.

The aid of the DTK program represents an inescapable opportunity for small companies to adopt digital solutions that improve their operation. In short, they are financial aid whose purpose is to cover the expenses derived from implementing these systems.

InnoCámaras-Support for innovation in SMEs

In addition to the Digital Kit, there are other types of subsidies that refer to the digitization of invoices. This is the case of InnoCámaras-Support for innovation in SMEs. This aid helps both SMEs and the self-employed to provide solutions that incorporate significant innovations in their company’s products, services and processes, through their own methodology that combines advice and direct aid for innovation.

The experts provide a free analysis of the needs, personalized advice and a subsidy for the implementation of an innovation plan, in which the electronic invoice, after the implementation of the new regulations, will be very present. The aid is subsidized up to 85% for investments of a maximum of 7,000 euros in innovation.
