The anime takes place on an artificial island floating in Tokyo Bay called “Kyokutō Hōreigai Tokubetsu Chiku” (Outlawed Far Eastern Special District), nicknamed “24th District”. The story centers on three childhood friends born and raised on the island: Ran, Koki and Shuta who have different social positions, hobbies and personalities, but who spend all their time together. However, their relationship is destined to change following an accident.

During the memorial ceremony one year after that event, the three meet again and their cell phones start ringing at the same time.

The call is from a friend they thought was dead, urging them to “choose the future”.

Each of the three youths will have their own way of following this advice to protect the future of the people of the 24th Ward.
