The solution was discovered by developer Ravi Chandra Timmavajjula, I noticed that when I reset the phone (for the 4th time) and in step 2, when it asks for Wi-Fi networks, it was able to scan the networks and connect to it. Then, after performing the rest of the setup steps (e.g. logging into your Samsung account, logging into your Google account, etc.), the same problems start again. If this has happened to you, reset the device, and if it asks you to log into both Samsung and Google accounts, make sure you uncheck Restore from server in both cases (I think the biggest problem is mostly with Samsung, though). The WiFi option is now activated normally. Then go to Settings>Accounts and enable manual backup and restore for Google and Samsung, one at a time.
