To create its AI in complete peace of mind, this company imagines a plan worthy of James Bond

Del Complexe, a company specializing in artificial intelligence, has just announced on Twitter the start of a completely crazy project: the creation of a sovereign state on platforms installed in international waters. The objective? Develop AI without being subject to government regulations.

Since the explosion of ChatGPT and other language models like PaLM or Llama, many governments and institutions around the world are calling for the promulgation of laws to regulate the use of AI. This October 30, 2023, the United States has just signed a decree to precisely regulate the development of artificial intelligence on its territory.

This new legislation is supposed to force companies to test their AI-based products before making them public. Furthermore, companies specializing in AI will also have to notify the government when their AI is likely to present a major risk to the security of the country (energy, military, cybersecurity, information, etc.).

In Europe, the EU is considering the Artificial Intelligence Act, a bill aimed here too at regulating the use, development and marketing of AI on the Old Continent. Unsurprisingly, these desires for regulation already have detractors, particularly among companies specializing in AI who see it as an obstacle to innovation.

A nation-state to give free rein to AI

Del Complex is definitely one of the Pro-IAs. According to its X page, this company is dedicated to “accelerating human potential through AI, neural implants, clean energy and scientific research”.

Annoyed by recent attempts to regulate AI from the United States, Europe and other countries around the world, the company has just announced the start of a totally crazy project in a long thread published on X.

For simplicity, Del Complexe wants to get rid of current legislation, in order to continue its work on AI without restrictions and safeguards. So, to escape the “draconian regulation of AI”, Del Complexe wants to create BFSCC or BlueSea Frontier Compute Clusters. “Freed from regulatory oversight, BlueSea Frontier Compute Clusters provide unparalleled opportunities to train and deploy the next generation of AI models at scale,” writes the company on the social network.

Platforms lost in the middle of the ocean and outside the law

More concretely, the BFSCCs would take the form of maritime platforms dedicated to the development and training of AI, using hundreds of computers and significant computing power. By establishing itself in international waters, Del Complex believes that these centers would not have to comply with “conventional legal rules”while having the freedom “to access otherwise restricted documents, whether copyrighted documents, company documents or confidential documents”.

She continues: “The solution lies at sea. BFSCCs are not just barge-based computing platforms, but nation-states Kings”. If Del Complex’s plan is worthy of a James Bond, it is difficult to see how the project could see the light of day without coming up against the realities of international law.

A project worthy of a James Bond

Indeed, Del Complex remains a company based in the United States. By extension and if its platforms are considered ships, they will have to fly the flag (in this case, that of the USA). In other words, BFSCCs would eventually be subject to American law. If Del Complex’s plan wasn’t disturbing enough, the company says the BFSCC will house a “permanent population of military personnel from allied nations, and personnel from Xio Sky Security Solutions (editor’s note: a private military company)”.

We can say that we almost tick all the boxes of the evil plan between platforms located in the open sea, AI developed in defiance of legislation with protected and confidential data and an army of mercenaries and soldiers.
